Procedures related to immigration and residence status
Application for Certificate of Eligibility for Status of Residence
A “Student Visa” is required for those who visit Japan as foreign students for the first time, and the “Certificate of Eligibility for Status of Residence” is required when applying for a “Student Visa.” The University applies to the nearest Immigration Bureau for the “Certificate of Eligibility for Status of Residence” to acquire it by proxy.
The procedures are as follows:
Application for Extension of Period of Stay
When you continue to stay in Japan after your current visa expiration, you are required to carry out procedures for Extension of Period of Stay.
Application for Change of Status of Residence (When you continue to search for a job)
When you change your status of residence due to employment, continuing activities in searching for a job (continuing to search for a job after graduation, due to inability to get a job at school), marriage, etc.
Application for Permission to Engage in Activity Other Than That Permitted under the Status of Residence Previously Granted
To engage in part-time work, you must receive permission in advance to engage in activity other than that permitted under the status of residence previously granted. You are required to bring necessary documents to the Hiroshima Regional Immigration Bureau to apply for permission. No application fee is required.

A severe penalty will be imposed, in the event that you engage in part-time work without permission.
While you are taking a leave of absence from school, you are not allowed to stay in Japan even during the permitted period of stay. In addition, you are also not allowed to engage in a part-time job while taking a leave of absence, even if you have a permission to engage in activity other than that permitted under the status of residence previously granted.
Special Re-entry Permit
A “Re-entry Permit” must be obtained before you leave Japan, but if you re-enter Japan to continue your activity within one year after departure from Japan, the re-entry permit is not required in principle.
Return home for one month after the end of the term --> Re-entry to Japan is allowed under the “Special Re-entry Permit.”
- Return home after taking a leave of absence for a year and half --> Re-entry to Japan is not allowed under the “Special Re-entry Permit”.
- A “Re-entry Permit” must be obtained at the immigration bureau before returning home.
- In the event that your duration of stay expires while you are away from Japan, you should consult with the staff at the International Center in advance!
National Heath Insurance and Student Education Research Disaster Insurance
National Health Insurance (Kokuho)
Your residency should be registered at your local ward office.
After registration of your residency, you should carry out procedures to join the National Health Insurance System.
There is a reduced insurance premium system for National Health Insurance fees. Consult with your local ward office.
As you will be subject to the National Health Insurance system on your visit to Japan, you will be required to pay the insurance fees retroactive to the month you visited Japan, in the event that procedures to join the system have been delayed for a few months.
- Residence Card
Your insurance card should be returned to your local ward office before you leave Japan after studying in Japan!
Student Education Research Disaster Insurance (Gakkensai)
In the event that a student suffers harm or injury due to an unexpected accident or disaster that occurs during a regularly scheduled course, school event, on the way to and from a course or event, during extracurricular activities or while commuting to school, such harm and injury shall be compensated.
Public Liability Insurance incidental to Gakkensai (Futai Baiseki)
In the event that a student inflicts injury on someone else or causes damage to the property of someone else during regularly scheduled course, school event and on the way to and from there, such damage and injury shall be compensated.
- In a simulated shop at a school festival, a food-poisoning accident occurs, and five persons are hospitalized.
- During an internship activity in regularly scheduled course, a machine of a company to which a student was dispatched was broken by the fault of the student.
There are some cases where the insurance will not be paid. You should read the leaflet carefully and consult with the registrar, if you have a question. In the event that any accident occurs, report it to the University.
Exemption from School Fees
In the event that it is difficult to pay school fees due to economic reasons, you can apply for a half reduction or extension on payment of school fees.
Application for exemption is twice a year (in July for the annual amount and the first half, and in October for the second half). We will inform you by the bulletin board at the time of application.
Any students who commute to school by using JR, bus, streetcar, etc., can use such transportation at a reduced price with a student commuter pass. If you need a document certified by the University, please consult with the registrar.
Certificate of Passenger Fare Discount for Students (JR Gakuwarisho)
This is a student discount certificate issued by Japan Railways (JR), which is delivered at the registrar. However, you can use this certificate only for the purpose of study, not for your private travel.
Courtesy Project for Visiting Cultural Facilities in Hiroshima Prefecture
To help foreign students living in Hiroshima Prefecture deepen their understanding of culture in Japan and Hiroshima, the Public Foundation Hiroshima International Center issues a “Courtesy Card” to allow students to visit cultural facilities in the prefecture at no entrance fee or half price. All foreign students who are interested in this project can apply for the “Courtesy Card” at the International Center.
